The peace in a refugee camp outside Rome is shattered by the murder of a respected Syrian elder.  Allyson Worthy, an FBI agent on loan to the CIA and working undercover in the camp, is convinced a criminal ring with underworld connections is behind the attack. 

Allyson’s professional and personal lives come into conflict when her relationship with Seppe D’Angelo, an aid worker in the camp, becomes serious.  Love and lies are not a good mix, and Allyson struggles to hide her true identity from Seppe.

When Allyson rebuffs the advances of fellow agent Chaz Eaton, Eaton becomes her nemesis in the Agency.  The competition between them is heightened when Allyson joins with a new agent in proposing an alternative to Eaton’s plan to root out the criminals in the camp.  

Eaton’s plan involves trusting a seductive refugee in the camp.  Tables turn, and he is kidnapped.  Allyson’s plan, set in motion at the same time, also goes awry when Seppe is abducted. 

The Agency faces a bleak choice.  Either agent Eaton can be rescued or the aid worker Seppe, but not both.  Allyson refuses to surrender to this hopeless deadlock, but what can she do?
